UNECE-BSEC Joint Seminar on Implementation of the Annex 8 to the Harmonization Convention
UNECE22 May 2009 | UNECE informed BSEC that the necessary arrangements has been made to hold a joint seminar on the implementation of Annex 8 to the International Convention on the Harmonization of Frontier Controls of Goods, 1982 at the Palais des Nations, Geneva, on 18 June 2009. To ensure wider participation, the Seminar will be organized in conjunction with a session of the UNECE WP.30.

The Harmonization Convention eslablishes commonly agreed requirements for coordinated border management, aimed at reducing border formalites as well as the number and duration of all types of border controls of goods: 53 countries and the European Community are Contracting Parties to this Convention, including all BSEC Member States. New Annex 8 covers, inter alia, facilitation of visa procedures for professional drivers, standardizes weighing operations and vehicle weight certificate, minimum infrastructure requirements for efficient border crossing points and provisions to monitor the border crossing performance - i.e. issues which are high on the agenda of both BSEC and UNECE.

The seminar aims at capacity building to ensure a more effective implementation of the Harmonization Convention and is designed for government official responsible for customs, transpot and trade policies. As public-private partnership is indispensable for the efficient border crossing operations, representatives of the road transport industry, including IRU and its member associations, will also be invited to the Seminar.

Results of the 15th Meeting of the BSEC-URTA General Assembly
BSEC-URTA18 May 2009 | The 15th meeting of the BSEC-URTA General Assembly was held in Yerevan with the participation of the Minister of Transport of the Republic of Armenia H.E. Gurgen Sargsyan, who underlined the top priority attached to road transport matters by the past Armenian Chairmanship of the BSEC Organization and the concrete progress achieved under its leadership for actual implementation of the MoU on Facilitation of Road Transport of Goods in the BSEC Region.

The BSEC-URTA adopted a unanimous Resolution in order to draw attention of the BSEC Governments to that fact that regional road transport statistics are on slide, significantly, and the BSEC road transport industry, which is severely hit by the ongoing global economic crisis, has not only big expectations but also a growing substantial need for facilitation of road transport in the BSEC region, which is vital for Governments to achieve a regional macro-economic recovery as soon as possible.

Transport for a Global Economy: Challenges & Opportunities in the Downturn
world24 April 2009 | In Leipzig, 26-29 May 2009, the International Transport Forum brings together 52 Ministers of Transport and Top Business Leaders under the theme “Transport for a Global Economy: Challenges & Opportunities in the Downturn”.

“Difficult times require new thinking”, said the Secretary General of the International Transport Forum (ITF) Jack Short in Berlin on Friday, “because in the face of the current economic downturn, global transportation faces major challenges.” But at the same time, Mr. Short added, there are also opportunities for sustainable change. Together with the German Minister of Transport Wolfgang Tiefensee and the Turkish Minister of Transport Binali Yıldırım the Secretary General presented the programme of this year’s International Transport Forum, which will be held in Leipzig from 26-29 May 2009 under the theme “Transport for a Global Economy: Challenges & Opportunities in the Downturn”.

MEETING OF MINISTERS OF TRANSPORT OF BSEC MEMBER STATES IN YEREVAN, ARMENIA- 27 March 2009
Black Sea Economic Cooperation30 March 2009 | The Armenian Chairmanship of BSEC Organization hosted in Yerevan, on 27 March, the Meeting of Ministers of Transport of the BSEC Member States on Prospects of Cooperation in the Field of Transport in the BSEC Region.

Ministers considered the current state and new opportunities for cooperation in the region.

The European Commission, and other international organizations were represented in the meeting (see List of Participants).

BSEC-URTA having Sectoral Dialog Partnership status to the BSEC Organization was represented by its Deputy Secretary General, Mr. Adrian Albu (see Statement).

The Ministers adopted the Yerevan Declaration on Prospects of Cooperation in the Field of Transport in the BSEC Region.

IRU Presidential Executive focuses on Impact of Economic Crisis on Road Transport, and urges Greater Cooperation with Governments at National and International Level
International Road Transport Union25 February 2009 | At today’s meeting of the Presidential Executive of the International Road Transport Union (IRU), the means to mitigate the impact of the economic crisis on the road transport industry and on operators in particular dominated discussions.

BSEC continues taking important steps towards actual liberalisation and facilitation of road transport in the Black Sea region
Black Sea Economic Cooperation12 February 2009 | BSEC organized a Public-Private Roundtable on Implementation of the MoU on Facilitation of Road Transport of Goods, in Istanbul on 10 February, which was followed by meetings of the BSEC Steering Committee of the MoU on 11 February and the BSEC Working Group on Transport on 12 February.
The meetings led to important decisions for facilitation or road transport around the Black Sea basin. Among others, the BSEC Member States requested the IRU and BSEC-URTA to draft together a format and usage rules of a ‘BSEC Permit’, which would allow a truck to transit across the BSEC region inter alia with a single document. ‘BSEC Permit’ will be printed and distributed by the BSEC Permanent International Secretariat according to agreement of each BSEC Member State under annual bilateral agreements with other BSEC Member States. Furthermore, BSEC Organisation also continues working for creation of a regional license system similar in nature to the ECMT licenses, between the interested Member States.

Events: BSEC Public-Private Round Table on Implementation of the MoU on Facilitation of Road Transport of Goods in the BSEC Region
Black Sea Economic Cooperation4 February 2009 | The BSEC-URTA International Secretariat announces that the BSEC Public-Private Round Table on Implementation of the Memorandum of Understanding on Facilitation of Road Transport of Goods in the BSEC region is going to be held at the Premises of the BSEC Organization in Istanbul, Turkey, on 10 February 2009.
Conclusions of the Round Table will be presented next day 11 February 2009 to the Third Meeting of the BSEC Steering Committee for Facilitation of Road Transport, for evaluation and consideration.

Moldova: Moldova accedes to the Harmonization Convention, 1982
UNECE6 January 2009 | The Secretary-General of the United Nations, acting in his capacity as depositary, has communicated that the Republic of Moldova has acceded to the International Convention on the Harmonization of Frontier Controls of Goods, 1982 ("Harmonization Convention") on 3 December 2008. The Convention will enter into force for Moldova on 3 March 2009 in accordance with its Article 17 (2).
