 | |  | | Mar 10, 2010 - 05:35 PM | |  |  |  |  | | The BSEC Permit has entered into force in 7 BSEC Member States | 16 February 2010 | Today, on 16th of February, in Istanbul, a special event organized by TOBB took place on the occassion of entry into force of the BSEC Permit. Seven BSEC Member States, namely Albania, Armenia, Georgia, Moldova, Romania, Serbia and Turkey are participating in a Pilot Project within a framework of which the 1,400 BSEC Permits have been printed and distributed to the Participating Member States.
The President of the BSEC-URTA Mr. Vladimir Florea participated in this event and delivered a speech. “I am very confided that the BSEC Permit will be a successful project, which will be developed in the short future by joining of other BSEC Member States and enlarging its actual scope by admitting loading and unloading operations and extending the usage from 1 journey to multiple journeys over 1 calendar year. In fact what I mean is transformation of the BSEC Transit Permit into a BSEC Regional license similar in nature with the ECMT license”, - he said.

| Info: Updated Information on Implementation of the BSEC Permit | 21 December 2009 | During the 4th Meeting of the BSEC Steering Committee for Facilitation of Road Transport of Goods in the BSEC Region on 9th September 2009, a group of 7 interested BSEC Member States: Albania, Armenia, Georgia, Moldova, Romania, Serbia and Turkey, decided that as of 1 January 2010 on an experimental basis will start using between them, a BSEC Transit Permit having the form of a single document to be printed and distributed to the parties by the BSEC Permanent International Secretariat in Istanbul.
On 17 December 2009 in Istanbul’s BSEC Headquarters took place an Informal Meeting of Experts from Participating BSEC Member States to the Pilot Project for Introduction of the BSEC Permit for Transit Road Transport. The Participants considered and endorsed the Draft Template and User Guide of the BSEC Transit Permit and agreed on a Timetable for the Implementation of the BSEC Permit.

| EATL Expert Group Meeting and Regional Workshop on Developing Euro-Asian Transport Links (EATL) Regional Workshop | 11-13 November 2009 |The 3rd EATL Expert Group Meeting and Regional Workshop on Developing Euro-Asian Transport Links were held in Istanbul, at the BSEC Headquarters, on 11-13 November 2009. The events were organized jointly by the Ministry of Transport of the Republic of Turkey, UN Economic Commission for Europe and Organization of the Black Sea Economic Cooperation.
The representatives of the UNECE and BSEC Member States, governmental organizations (BSEC, BSRH JPTS, OSCE, OSJD, OTIF, PABSEC, UNCTAD, UNECE) and non-governmental organizations (BASPA, BSEC-URTA, CIT, FIATA, IRU, "PLASKE" JSC, TEN-T, TOBB, UIC) took part in the events.
The event was structured under 2 main sections:
Session 1. Transport infrastructure , facilitation and policies in the BSEC region
Session 2. International initiatives in the EATL Region

| BSEC-URTA congratulates the new elected IRU leadership for 2010-2011 | 06 November 2009 | In Geneva, on 06 November 2009, the IRU General Assembly elected its leadership for the term of office 2010-2011.
As President of IRU, was reelected Mr. Janusz Lacny. The BSEC-URTA International Secretariat congratulates Mr. Lacny on the IRU achievements under his leadership and wishes him much success in this new term of office.

| Results of the 16th Meeting of the BSEC-URTA General Assembly | 04 November 2009 | The 16th meeting of the BSEC-URTA General Assembly was held in Geneva being hosted by the IRU’s Secretary General, Mr. Martin Marmy, with the participation of HE. Ambassador Leonidas Chrysantoupoulos, Secretary General of the BSEC Organization and Mrs. Viriginia Tanase, Economic Affairs Officer of UNECE Transport Division. The representatives of the above mentioned international organizations highly appreciated the contribution of the BSEC-URTA to their work and activities as well as to the progress achieved under the implementation of the MoU on Facilitation of Road Transport of Goods in the BSEC Region.
The BSEC-URTA elected its Vice Presidents for 2010: Mr. Tofig Nurullayev (ABADA) and Mr. Evgeny Moskvichev (ASMAP) and the Secretary General for 2010-2013, Mr. Haydar Ozkan. The Observer Status of Ingosstrakh ( Russia) and Medjunarodni Transport (Serbia) was renewed for the period 2010-2014 and Member Association Status was granted to UNTRR (Romania)

| A concrete step towards facilitation of road transport in the region under a new Project to be developed by the BSEC Organization: The BSEC Transit Permit for the International Road Transport of Goods! | 11 September 2009 | The BSEC Steering Committee for Facilitation of Road Transport of Goods met on 9 September 2009 in Istanbul with very important items on its Agenda, worth to be mentioned two of them:
- Consideration and eventual approval of the Draft Template and Usage Guidelines of a BSEC Transit Permit.
- Establishment of an Ad Hoc Project Group of interested countries for creation of the multilateral license system similar to the ECMT license.
A group of 7 interested BSEC Member States: Albania, Armenia, Georgia, Moldova, Romania, Serbia and Turkey, decided that as of 1 January 2010 on an experimental basis will start using between them, a BSEC Transit Permit having the form of a single document to be printed and distributed to the parties by the BSEC Permanent International Secretariat in Istanbul.
At the same time 6 interested Member States formed a new Project Group with the task of creation of a regional quota system of permits similar in nature e with the ECMT system.
The representatives of IRU and BSEC-URTA participated and brought their contribution to the meeting.

| Seminar on the Implementation of Annex 8 to the International Convention on the Harmonization of Frontier Controls of Goods, 1982 | 23 June 2009 | In Geneva on 18 June 2009, the United Nations Economic Commission for Europe (UNECE) and the Organization of the Black Sea Economic Cooperation (BSEC) organized a seminar on the implementation of Annex 8 to the International Convention on the Harmonization of Frontier Controls of Goods, 1982 (Harmonization Convention).
The Harmonization Convention establishes commonly agreed requirements for coordinated border management and reduction of border formalities as well as the number and duration of all types of border controls of goods. 53 countries and the European Community are Contracting Parties to this Convention. It is worth to be mentioned that all 12 BSEC Member States are parties to the Harmonization Convention.

| UNECE-BSEC Joint Seminar on Implementation of the Annex 8 to the Harmonization Convention | 22 May 2009 | UNECE informed BSEC that the necessary arrangements has been made to hold a joint seminar on the implementation of Annex 8 to the International Convention on the Harmonization of Frontier Controls of Goods, 1982 at the Palais des Nations, Geneva, on 18 June 2009. To ensure wider participation, the Seminar will be organized in conjunction with a session of the UNECE WP.30.
The Harmonization Convention eslablishes commonly agreed requirements for coordinated border management, aimed at reducing border formalites as well as the number and duration of all types of border controls of goods: 53 countries and the European Community are Contracting Parties to this Convention, including all BSEC Member States. New Annex 8 covers, inter alia, facilitation of visa procedures for professional drivers, standardizes weighing operations and vehicle weight certificate, minimum infrastructure requirements for efficient border crossing points and provisions to monitor the border crossing performance - i.e. issues which are high on the agenda of both BSEC and UNECE.
The seminar aims at capacity building to ensure a more effective implementation of the Harmonization Convention and is designed for government official responsible for customs, transpot and trade policies. As public-private partnership is indispensable for the efficient border crossing operations, representatives of the road transport industry, including IRU and its member associations, will also be invited to the Seminar.
