Road transport industry makes a loud call in Moscow for true and quick response from the decision makers to solve problems in the BSEC region!

 

 

4 June 2008 - On the occasion of the 13th meeting of the BSEC-URTA General Assembly in Moscow, today, the road transport industry expressed big disappointment for slowness and invisible reluctance in the air to work really together in order to respond to urgent needs of the profession around the Black Sea basin!

Adopting four Resolutions, unanimously, the BSEC-URTA General Assembly appealed with single voice to the BSEC Member States, the UNECE and the IRU to:-

-          open to signature the BSEC Agreement on Simplification of Visa Procedures for Professional Lorry Drivers Nationals of the BSEC Member States as soon as possible (read the Resolution),

-          conduct an expert study and evaluate its conclusions at a high level public-private BSEC Round Table, on alternative priority ways, methods and projects how to implement actually the BSEC MoU on Facilitation of Road Transport of Goods in the BSEC Region (read the Resolution),

-          convene UNECE SC.3 in order to put in place the new Annex 8 to the International Agreement on Harmonisation of Frontier Controls of Goods as soon as possible and start its immediate implementation in the BSEC region (read the Resolution),

-          re-schedule and prepare better for implementation of digital tachograph in non-EU Contracting Parties to the AETR but prevent in any case, the direct introduction of the EU acquis in the AETR in contradiction with its amendment rules (read the Resolution).

Border Crossing: Red Bridge partially collapses on Georgian-Azerbaijani border
TransportA part of the Red Bridge on the Azerbaijani-Georgian border has collapsed, said deputy chief of the Qazakh executive powers Farman Naghdaliyev, Day.Az reports with reference to ANS-Press.
He said 3 meters of the bridge collapsed in the territory of the Qazakh region. Lorries are prohibited to move along the bridge.
It is reported that the bridge is in a disastrous state.
Alternative road for border crossing (Azerbaijan –Georgia) is route A–17, instead of route M–1.

BSEC Transport Ministers committed to the removal of both physical and non-physical barriers in the BSEC Region
Black Sea Economic Cooperation14 April 2008 | The Meeting of Ministers of Transport of the BSEC Member States on Development of the Black Sea Region Transport Network was held in Odessa, on 10 April 2008. The BSEC-URTA President, Vladimir Florea, addressed Transport Ministers of the Black Sea Economic Cooperation Organisation (BSEC), highlighting the vital role of road transport in today’s globalised economy as well as the huge potential for the BSEC region to contribute to re-opening the Silk Road by lifting non-physical barriers to road transport.

18th meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States
Black Sea Economic Cooperation22.04.2008 | 18th meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States was held in Kyiv on 17 April 2008.

BSEC Ministers of Foreign Affairs adopted the Kiev Declaration, calling upon BSEC Member States to take practical measures to implement the BSEC Memorandum of Understanding on the Facilitation of Road Transport of Goods as an essential tool for the coordinated development of road transport and trade in the BSEC region. Ministers also commended IRU’s valuable contribution to the development of the transport industry in the BSEC Region.

MEETING OF MINISTERS OF TRANSPORT OF BSEC MEMBER STATES IN ODESSA
Black Sea Economic Cooperation2.04.2008 | The Ukrainian Chairmanship of BSEC Organization host in Odessa, on 10 April 2008, the Meeting of Ministers of Transport of the BSEC Member States on Development of the Black Sea Region Transport Network.

Ministers will consider the current state and prospects for the development of the Black Sea region transport network as a part of the Pan-European transport system.

The European Commission, international organizations such as UNECE, ITF, IRF and IRU will be represented in the meeting.

BSEC-URTA having Sectoral Dialog Partnership status to the BSEC Organization will be represented by its President, Mr. Vladimir Florea.

It is expected to be signed a Joint Ministerial Declaration on Cooperation in the Sphere of Transport in the BSEC region.

The European Commission proposes a Transport Community with the Western Balkans and takes further steps in strengthening cooperation with neighbouring countries in the transport sector
European Union2.04.2008 | The Commission adopted a package of measures aimed at improving transport connections between the European Union and its neighbours. It proposed a mandate in view to negotiate a Transport Community Treaty with the Western Balkans and reported on the good progress in the exploratory talks that followed the adoption of the "Guidelines for transport in Europe and neighbouring regions".

Amendment to the 1982 International Convention on Harmonization of Frontier Controls of Goods
UNECE14.03.2008 | The Secretary-General of the United Nations, acting in his capacity as depositary, has issued the following Depositary Notification C.N.127.2008.TREATIES-1 of 25 February 2008, informing that by 20 February 2008 no objections to the new Annex 8 (annex on Road Transport) to the International Convention on the Harmonization of Frontier Controls of Goods, 1982, “Harmonization” Convention have been communicated to the Secretary-General. Consequently, the new Annex 8 to the Convention will enter into force on 20 May 2008.

The International Vehicle Weight Certificate is one of the facilitation tools stipulated by the above mentioned annex.

Eleven BSEC Member States out of twelve are contracting parties to the 1982 Harmonization Convention.

BSEC Secretary General addressed the Meeting of Transport Ministers in the Euro-Asian region – Geneva, 19 February 2008.
BSEC Secretary General 221.02.2008 | HE Ambassador Leonidas Chrysanthopoulos, Secretary General of the BSEC Organization addressed Transport Ministers of the Euro-Asian region attending the United-Nations Economic Commission for Europe (UNECE) meeting on Future developments of Euro-Asian transport links. He highlighted that the future Black Sea Ring Highway to be developed by the BSEC Member States is going to connect routes of the ongoing UNECE-UNESCAP project, and he stressed that near infrastructure development, efforts should be made for lifting non-physical barriers to road transport by a gradual liberalization of the direct and transit transport, simplification of visa procedures for professional drivers and harmonization of charging policies in the region.

The Ministers signed a Joint Ministerial Statement on Future Development of Euro-Asian Transport Links.

Concerns of Greece create ambibuity about future BSEC Quota!
BSEC-URTA18.02.2008 | Creation of a BSEC Multilateral Quota System as a toll towards a liberal bilateral and transit transport market, is endangered by the reservations of Greece!

The Delegation of the Hellenic Republic, at the meetings of the BSEC Steering Committee on Facilitation of Road Transport of Goods in the BSEC region and BSEC Working Group on Transport in Istanbul from 12-15 February 2008, questioned the idea of development of a Regional Quota System of licenses addressing the transit and bilateral transport in the region as foreseen by the Timetable for Implementation of the MoU and the necessity of a technical study in this regard, considering that there is no need for a new system given that all the BSEC Member States are Parties to the ECMT.

THIRTEENTH MEETING OF THE BSEC-URTA GENERAL ASSEMBLY, MOSCOW ON 4 JUNE 2008
BSEC-URTA24.01.2008 | The 12th Meeting of the BSEC-URTA General Assembly in Sofia on 2 November 2007, having the kind invitation of its Observer, INGOSSTRAKH Insurance Company, decided to hold its next meeting in Moscow at a date to be established by the International Secretariat in consultation with the host and upon approval of BSEC-URTA President.
After consultations, the BSEC-URTA President decision for holding the 13th Meeting of the BSEC-URTA General Assembly is 4 June 2008 in Moscow, Russian Federation.
The meeting’s Provisional Agenda will be presented by the International Secretariat in due time.
A Provisional Program for participants was proposed by INGOSSTRAKH.

SECOND MEETING OF THE STEERING COMMITTEE ON FACILITATION OF ROAD TRANSPORT OF GOODS IN THE BSEC REGION
BSEC-URTA24.01.2008 | Representatives of all 12 BSEC Member States signatories of the BSEC Memorandum of Understanding on Facilitation of Road Transport of Goods in the BSEC region which entered into force in July 2006, are expected to meet in Istanbul on 12-13 February 2008 and consider an Agenda with very important issues for the road transport industry: Gradual Liberalization of Transit and Bilateral Transport, Simplification of Visa Procedures for Drivers, Road User Charges.
BSEC-URTA, having Sectoral Dialog Partnership Status to the BSEC Organization was invited to participate the meeting and its International Secretariat will be represented.
