 
The BSEC Permits is a multilateral licence for the international carriage of goods by road for hire or reward by transport undertakings established in a Participating Member State, the transport operations being performed in transit through the territory of several Participating Member States by vehicles registered in a Participating Member State.
Participating Memeber States are (as of 16 February 2010): Albania, Armenia, Georgia, Moldova, Romania, Serbia, Turkey.
The BSEC Permit is printed and distributed by the Permanent International Secretariat of the BSEC Organization. The BSEC Permit is printed bilingually in English and Russian languages.
